Nærings- og regionalutvikling er den største satsningsfeltet i selskapet. Innen dette fagområdet gjennomfører vi individuelt tilpassede analyser og evalueringer. Vi tror at alle problemstillinger, bransjer og regioner er unike. Derfor strukturerer vi alle våre prosjekter individuelt, typisk med en kombinasjon av flere forskjellige metoder - både kvalitative og kvantitative.

Økonomisk regionalutvikling avhenger i høy grad av det regionale næringslivets konkurranseevne. Derfor fokuserer vi på hvordan både virksomheter, institusjoner og offentlige myndigheter kan styrke den næringsmessige utvikling.

Project description: An evaluation of how Danish companies exploit its intellectual property rights (IPR)- i.e. patents, trademarks, designs and utility models - in a business-oriented way. The focus has so far been on whether or not companies use the IPR system and what problems have been connected with using the IPR system. This investigation, however, looks into how companies make best use of their IPR once the rights are in the companies' IPR portfolio, e.g. by outlicensing patent rights. The investigation is based on both interviews with a number of selected companies and on an online questionnaire.

Project description: The evaluation is a “meta-evaluation” including all programmes and projects financed by the structural funds (objective 1, 2, 5 and 6) since 1995. The aim of the evaluation is to develop a general evaluation methodology and to evaluate the structural fund’s impacts on regional development and regional inequality in Sweden. The evaluation design is mainly quantitative but a few regional cases are also included.

This report is being prepared on the basis of two primary sources: Country reports from each of the 19 partners/countries in the SME Observatory network, and a large scale survey across Europe (7837 SMEs participated). The survey was conducted in 2003 by EIM Business and Policy Research in the Netherlands.

Project description: The objective is to explore the impacts of the current legal framework for cross-border mergers and acquisitions in the Nordic region. How serious are the barriers, what are the implications for the integration of businesses and for the general competitiveness of the region? The analysis involves two surveys and a number of case studies. The results will be used in the current efforts to strengthen competitiveness and diminish barriers for a common market for innovation and business in the region.

The four items covered by the review were public and private investments in basic science, in education, in technology transfer and in ICT.

Project description: An evaluation of the most influential technology programmes in Swedish materials science and technology in the 1990s. It was one of the very first strategic research programmes in Sweden. Inspired by international experiences, eleven research consortia became pivotal points in the programme. As such, the programme initiated a shift in the Swedish innovation system from mode 1 to mode 2, and it also became a huge inspiration to new generations of Swedish technology programmes and to Swedish science and technological policy in general.

Project description: The aim of the project was to develop techno-economic indicators for measuring national innovative capacity by using an innovation system approach. Drawing on manuals and surveys, e.g. the Oslo manual, we developed a general framework for measuring innovative capacity by use of hard and soft data. The EU Commission’s European Innovation Scoreboard and World Economic Forum’s Innovation Capacity Index have been used as points of reference.

Project description: Regional Innovation and Technology Transfer – analyses the regional innovation system in the Greater Copenhagen area. The analysis is based on interviews, questionnaires and the use of focus groups in a) the business-academic field, b) business-vocational training field, c) the entrepreneurial field, and d) financing the innovation field. The analysis was carried out for the counties of Frederiksborg, Roskilde and Copenhagen and the local authorities of Copenhagen and Frederiksberg with grants from the European Commission.

Project description: The evaluation covers the programme periods 1994-1997 and 1997-1999. The aim of the evaluation is to identify the long-term effects of the objective 2 programmes, particularly for the efforts aimed at promoting the framework conditions for business development and projects in education and competence development. Finally, the evaluation also provides an assessment of the effectiveness of the various programme tools. The evaluation is based on 20 in-depth casestudies and a questionnaire survey of all objective 2 projects carried out.
